AGE CONCERN - HELPING OLDER PEOPLE MAKE MORE OF LIFE
Age Concern Shropshire Telford & Wrekin is a local charity which operates within a National Federation. This gives us the best of both worlds - the expertise gained through working within a national organisation but also the flexibility to tailor our work to the needs and wishes of local people.The main office at 3 Mardol Gardens, Shrewsbury is open from 10am - 4pm every weekday. We also have local offices around the county in Telford, Whitchurch and Ludlow - details of these and their opening hours can be found below.
With the help of hundreds of dedicated volunteers, Age Concern provides many services to help older people make more of life. Day Centres, Pub Clubs, Help at Home, Neighbourhood Contact & Visiting Schemes, Home from Hospital and Rehabilitation, Advocacy, Information & Benefits Advice and Leisure Activities. Insurance provision especially for the over 50's is also on offer.
This A - Z of Services was first produced in the mid 1980's and has been updated and reprinted many times; it is just one of a number of useful factsheets and information booklets produced by Age Concern.

ABUSE
"A single or repeated act or lack of appropriate action which causes significant harm or distress to an older person". This could cover giving inappropriate medicines, pressure to change a will or denying an older person's rights, as well as direct physical or sexual abuse. Action on Elder Abuse is a national organisation, supported by Age Concern, which can give confidential advice to anyone concerned about the welfare of an older person. They can be contacted on 080 8808 8141 Monday to Friday 10am to 4.30pm. Other sources of help could be Age Concern's Advocacy Service, local Social Care/Community Services offices or, where a crime is suspected, the Police.
ADAPTATIONS AND EQUIPMENT
Adaptations
Adaptations include such things as installing handrails, ramps, stairlifts and
showers, altering the height of electrical sockets and widening doors, or
making the bathroom more suitable for a disabled person, following
assessment by the Occupational Therapist. Contact your local Social
Care/Community Services office (01952 381380)and they will give you further information.
If the house is unsuitable for a disabled person or lacks standard facilities,
it is worth enquiring whether you can get a home improvement grant.

Equipment for Elderly or Disabled People
In general terms, equipment is divided into two groups; that which helps with daily living and that which has a nursing application. Equipment to assist daily living is supplied by Social Care/Community Services and includes such things as bath, toilet and kitchen equipment.
The Independent Living Partnership (formerly Disability Resource Centre), Lancaster Road, Harlescott, Shrewsbury SY1 3NJ - Tel: (01743) 444 599, can give advice about what equipment is available and what might be suitable for your needs. They have a full range of equipment on display for people to try for themselves. Equipment can be issued on loan following an assessment. Impartial advice available for people wishing to buy equipment privately though the Independent Living Partnership does not sell equipment. Please telephone to make an appointment.
Nursing equipment includes such things as commodes, incontinence pads, etc. You should contact your doctor, district nurse or health visitor for advice if you think you require any of these.

ADVOCACY
The Advocacy Service run by Age Concern works throughout Shropshire, Telford & the Wrekin to support older people who have problems that they feel unable to cope with alone. The Advocacy Officers work with volunteer advocates to support older people on a one-to-one basis and can speak on their behalf where necessary. They will help people who have problems of all types, whether they are disputes with large corporations, official bodies etc. If you have a problem and feel unable to cope alone, call us on (01743) 357748 and we will try to help.ALARMS
Community alarm schemes are operated by local Councils in the area and provide a 24-hour service for older and/or disabled people. This scheme is available to owner occupiers and council tenants for a rental charge or may be purchased. For further information, contact your District/Borough Council. Men and women of all ages and backgrounds can find themselves experiencing problems with their alcohol use and have difficulties in making changes in their lives. AL-ANON is for families of alcoholics who may need advice and support. Tel: 0207 403 0888.
IMPACT is a charitable Alcohol Advisory Service which offers counselling,
advice and information, support, group work, education and training,
consultancy and referral. It also has a dedicated service for ethnic minority
communities and advice can be given in Urdu or Punjabi. Appointments

Emergency calls are free - dial 999 and ask for an ambulance.If you have to attend hospital as an in-patient or out-patient, transport may be arranged for you free of charge. To use this service patients usually require a referral from their doctor or hospital.

BENEFITS
You will get help and information about the main benefits, pensions and allowances available to older people from the Department for Work & Pensions.Age concern Benefits Service offers confidential help and advice to older people throughout Shropshire, Telford and Wrekin. the Benefits Officers are able to give up to date information and advice on available benefits. they can advise you regrding your eligibility for these benefits.
Our Benefits Officers can arrange a home visit to help to complete your benefits application forms. They can also help you to get your claim looked at again if it has been turned down. Please contact 01743 233123.
You can 'drop-in' for information at Meeting Point House, Telford Town Centre on the second Thursday of the month between 10am and mid-day.

When to Claim
If you think you might be entitled to any benefit apply straight away. There are time limits for applying for many benefits so if you wait you may lose money. If you are not sure what benefits you may be able to get, contact the Department for Work & Pensions Regional Pensions Centre on 0845 606 0265 or the Age Concern Benefits Department 01743 233123.Pensions
You can start to receive your State Retirement Pension when you reach pension age. The amount you receive will be dependent on the amount of full National Insurance Contributions you have paid. Married women who have not paid full contributions may be able to claim the married woman's pension when their husband claims his pension.
You should be sent a claim form approximately four months before you reach pension age. If the pack has not arrived three months before you are due to claim you should contact your Regional Pensions Centre or ring 0800 300 1084.
If you are unsure whether you have paid sufficient National Insurance contributions to receive a full pension you can check with the Department for Work & Pensions by completing form BR19; this must be done at least four months before reaching pension age.

Start of pageAttendance Allowance (AA)
For those aged 65 or over who require supervision or help with personal care. To qualify for the allowance, you must have had the need for at least six months.
Disability Living Allowance (DLA)
As above but for those people where the need begins before they are 65. Once in place however, you may continue to claim after your 65th birthday. The main difference between DLA and AA is that there is a mobility component with DLA as well as a care component. This means that some people are able to claim extra money to help them get around. You cannot claim both DLA Care Component and AA.
Neither Attendance Allowance or Disability Living Allowance are means tested - therefore you may claim these benefits regardless of your income or how much capital you have.
Carers Allowance
For those caring, for at least thirty-five hours each week, for someone who claims Attendance Allowance or Disability Living Allowance. Always take advice before claiming as the person being cared for may lose benefits if someone claims Carers Allowance.

Pension Credit
A safety net to top up low income. This is means tested, but if you are on a low income you may be entitled to claim.
Winter Fuel Payments
Payments made to all those over 60 to help with fuel bills.
Cold Weather Payments
Only pensioners on Pension Credit will receive these payments. If the average temperature is 0ºC or below for seven consecutive days, you will receive a payment. You do not have to apply; this will be paid automatically to those eligible.
Remember - even if you have been turned down for any of these benefits in the past it is still worth applying again if your circumstances have changed.
Council Tax Benefit
For those responsible for paying the council tax who are on a low income. If you are jointly responsible for a bill with someone other than your partner you may apply for help to pay your share of the bill. Those living on their own will be entitled to a reduction in Council Tax. If you have had to adapt your home because of a disability this may mean you become eligible for a reduction in Council Tax. BEREAVEMENT See Benefits, Funerals & Wills
Losing a loved one can be a distressing experience. Sadness, depression, anger, bitterness, disbelief and refusal to accept death may all be part of the experience. Bereavement is a time of extra vulnerability for many older people; so do not rush into major decisions such as moving house or selling property. Important decisions are better left until life has settled down again.It is natural to express your grief and want to talk about the deceased person. Shropshire Voluntary Association for the Blind
SVAB provides a range of services to improve the quality of life for visually impaired people of all ages who live in Shropshire, Telford and Wrekin by providing grants to help visually impaired people to acquire specialist aids and equipment (for example IT equipment and/or specialist software for visually impaired users of IT), or to be able to take part in activities which otherwise might not have been possible. PARTIALLY SIGHTED
Some people, with no sight or failing vision may be registered blind or partially sighted. Your doctor or optician can refer you to an Ophthalmic Consultant for an examination if they think this necessary. The Consultant would complete a Certificate and send it to the Social Care/Community Services Department who can then register you.Registered blind people may be able to claim the following financial benefits: travel concessions, reduction on TV licence, increased Income Support and extra personal income tax allowance - apart from some travel concessions, these are not available to partially sighted people. A range of other services are available to both blind and partially sighted people including talking books, newspapers and Community Care support, social groups, advice on and supply of appropriate equipment.
Anyone who is blind or partially sighted people can request an assessment by a specialist Social Care/Community Services worker who will explain the help that can be given even if they have not been to the hospital. There are aids to help with mobility and ease day-to-day living. Talking books and the talking newspaper can help keep you in touch with local and national events and help may be given in getting a radio if you are registered blind or partially sighted. Start of pageBLUE BADGE SCHEME (Parking for disabled people)
The Scheme provides an almost national arrangement of parking concessions for people with severe walking difficulties, who travel either as passengers or drivers. The Scheme also applies to registered blind people and people with very severe upper limb disabilities who regularly drive a vehicle but cannot turn a steering wheel by hand. Badges will not normally be issued to people who are temporarily incapacitated e.g. broken leg or recovering from surgery such as a hip replacement.You will be automatically eligible for a Blue Badge if you:
• are in receipt of the higher rate of the mobility component of Disability
Living Allowance (DLA) or a War Pensioners' Mobility Supplement
• are registered blind
• use a motor vehicle supplied for a disabled person by a Government
Health Department
• have severe disability in both upper limbs and regularly drive and
cannot turn the steering wheel, even when fitted with a turning knob
If you do not meet any of the aforementioned criteria automatically, you
may still apply for a Blue Badge if:
• You have a permanent and substantial disability which means you are unable to walk or virtually unable to walk. However, your right to receive the parking concession will be determined by the Local Authority under 'Assessed Eligibility' and as such you may be required to attend a Blue Badge Mobility Assessment in order that the Local Authority may decide whether or not you are eligible to receive a badge.
Where can I park if I have a Blue Badge?
The concessions only apply to on-street parking and may include free use of parking meters and pay-and-display bays unless a local traffic order, specifying a time limit for holders of Disabled Person's Parking Badges is in force. Badge holders may be exempt from limits on parking times imposed on other users. Badge holders are advised to check local signs for information. Badge holders may usually park on single or double yellow lines for up to three hours, however, badge holders are advised to always check local traffic signs for information.Using a Blue Badge abroad
Badges can be used whilst travelling abroad within the European Union (EU) and in some other European countries. For countries outside the European Union, the Blue Badge Service suggests that you contact the relevant Embassy or Consulate or Local Police or Enforcement Officers of the country being visited.How to apply for a Blue Badge

BOGUS CALLERS See Security
These people call at houses under false pretences such as checking your electricity meter. Check the identity of callers to your house - use a door viewer to see who it is before you open the door. If they are a stranger, ask to see their identity card and check it carefully. Genuine people won't mind. If you are still unsure, telephone their organisation to confirm their story. Older people have a right to be involved in the making of decisions that affect their lives. To help and encourage people to have their say, Age Concern established the first Senior Citizens Forum in Shrewsbury. Age Concern has also established, and continues to support, a Senior Citizens Forum in Telford & Wrekin. The Forum is rapidly growing in size and is regularly involved in consultation and lobbying. Community Care services are a range of services provided which give physical, emotional, psychological and practical help and support and are for people assessed as having needs which make it difficult or impossible for them to live independently in the community. Local Authority Adult Social Care has the overall responsibility for bringing together the partners in Community Care. These partners include a range of health services provided by General Practitioners and NHS Trusts and Housing Services. Within the limits of money and other resources available, services will be provided or arranged either in a person's own home or elsewhere. Those people with the greatest need will be given the highest priority.People who may be considered in need of community care services must have at least one of the following: sight difficulties, hearing difficulties, mental health problems, frailty because of age, learning disability, permanent, substantial physical disability, HIV or AIDS, misuse of drugs or alcohol.
Carers also have needs of their own and eligible carers will be entitled to an assessment and may be able to receive help.

The borough council offers concessionary travel to men and women over 60. From 1 April 2006 Government regulations require that this must include a free bus card giving free travel within your local borough or district between 0930 and 2300 on Mondays to Fridays and all day on Saturdays and Sundays.A National Railcard is also available for which a charge is made

The restriction of free travel to your local council area will often prove inequitable in rural areas, where residents will be unable to benefit from free travel to their main shopping town if it is in a different district authority. The limitation of free travel to bus services will also be inequitable in those rural areas where community transport schemes have replaced local bus services. Confusion often results from illness so you or your relative should consult your doctor about any abrupt changes from normal behaviour. Don't accept changes as a normal part of growing older - they will often respond to treatment.Dementia (senility) is different from confusion and involves damage to the brain. Memory and judgement may become impaired and personality changes occur. Daily activities such as cooking, dressing and toileting may become problems; these can be eased so consult your doctor for help.
Depression, another illness found in old age, can sometimes seem like dementia - consult your doctor about any changes that take place so that they can help and treat you.

Day Care is provided in purpose built/specialist centres and some residential homes. The Older People's Services in both councils may be able to arrange this for you and there may be a charge.DAY CENTRES
The Age Concern Day Centres throughout Shropshire, Telford & Wrekin are for frail, often housebound, older people living in the community. Each Day Centre is open for one day per week and is run by a team of dedicated volunteers who make the day special in many ways. They arrange transport to and from the centre, where a meal is provided and activities and companionship are enjoyed in a warm, friendly setting. Your doctor can refer you to the Audiology Service for advice on suitable hearing aids and provision through the National Health Service. Hearing Therapy/Rehabilitation (based in Audiology) is available for people with a sudden or gradual hearing loss who are experiencing problems at home, work and in social situations and need support and advice.Social Care/Community Services offer information, assessment of your needs as a hearing impaired person, registration as 'Hard of Hearing' or 'Deaf', counselling, communication assistance and equipment to enhance independence e.g. TV listening, doorbell, telephone. If it is impossible for you to get to your dentist s/he may be able to visit your home. There is no extra charge for this but only a limited range of treatment can be carried out away from the surgery. For advice on oral health and dental services, including help to find a NHS dentist, you should contact NHS DIRECT on 0845 4647.Nowadays many more people keep their natural teeth all their life. It is therefore important for older people to continue to visit the dentist regularly for check-ups. This is also the case if you have dentures. If you do not attend on a regular basis, you may find that your name has been removed from your dentist's register of patients and you may find it very difficult to find another NHS dentist.

DISTRICT NURSE See Night Nursing/Sitting
The District Nursing Service provides skilled nursing care, education and training to meet the assessed needs of patients and carers in the community. Taken into consideration are the individual 's physical, psychological, social, cultural and ethnic needs. The District Nurse Teams are attached to GP Practices and are part of Primary Health Care Teams which include health visitors, nursery nurses, practice nurses and general practitioners. They work closely with other health care professionals in Acute and Community hospitals, Social Care/Community Services and private and voluntary organisations in the assessment and provision of care. The service is provided seven days a week including an evening service from 7pm to midnight.The district nurse (also called Community Nurse) will visit patients in their own homes and in residential homes or, where appropriate, see them in health centres, clinics or doctors ' surgeries. If you need help you can contact the service directly or this may be done by your doctor, a social care/community service worker or a hospital. The district nurse takes an overall interest in her/his patients, their carers and families, giving support and guidance, and liaises closely with patients ' doctors, health visitors and Social Care/Community Services.

In conjunction with the Fire Service, Age Concern is able to offer fire risk assessment. This assessment will cover general fire precautions, electrical appliances and kitchen arrangements. It will also include changing batteries in existing alarms or fitting new alarms if necessary. As at January 2006 the service is available for anyone over 65 living in the Shropshire County Council area and is free of charge (including any new alarms or batteries needed). Health visitors promote healthy lifestyles to all age groups through the prevention and early detection of ill health and help to support families in developing parenting skills. The main client groups are families with pre school children and older people. Health visitors are attached to GP Practices and are part of the Primary Health Care Teams and work collaboratively with Social Care/Community Services, private and voluntary agencies. In partnership with other agencies, health visitors identify and work with families of adults and children who are at risk of abuse.
Health visitors will visit you in your own home or, where appropriate, see you in a health centre, clinic or doctor's surgery, and can advise you on health problems which any member of the family may have. Health visitors are mainly concerned with preventing ill health and promoting good health. Most are based in GP's surgeries and Health Centres so you can contact them yourself or your doctor or a social care/community services worker will refer you for the service.

HYPOTHERMIA
Hypothermia is the name for the medical condition resulting from a low body temperature. It is not a common condition and can be avoided. Here are some useful hints to help you:• In winter, the most easily heated room can be used as both a living room and a bedroom and should be kept above 70ºF. Thermometers are usually available from your energy supplier or Age Concern office.
• Place a bed against an inside wall and warm it before you get in.
• Eat at least one hot meal each day and keep a flask of hot drink handy.
• Dress warmly in thermal clothes. Wear several thin layers – this is better than one thick layer - and keep slippers, dressing gown or clothes near the bed ready to put on.
• Keep heat in your room by drawing curtains at dusk. They can act as a cheap method of ‘double glazing’.
• Eliminate all draughts from windows and doors. Try and insulate your home with draught excluders, a hot water tank jacket and lagging in the loft. Start of page

The Mailing Preference Service (MPS) is a free service set up 20 years ago and funded by the direct mail industry to enable consumers to have their names and home addresses in the UK removed from or added to lists used by the industry. It is actively supported by the Royal Mail and all directly involved trade associations and fully supported by The Information Commissioners Office.The MPS Consumer File is a list of names and addresses of consumers who have told us they wish to limit the amount of direct mail they receive. The use of the Consumer File by list-owners and users is a requirement of the British Code of Advertising, Sales Promotion and Direct Marketing administered by the Advertising Standards Authority. It is also a condition under the Code of Practice of the Direct Marketing Association.
The MPS can remove your name from up to 95% of Direct Mail lists. It will not stop mail that has been sent from overseas, un-addressed material or mail addressed to The Occupier. You can expect to continue to receive mailings from companies with whom you have done business in the past. You may also receive mailings from small, local companies. If you wish these mailings to be stopped, you must notify these companies directly. It will take up to 4 months for the Service to have full effect although you should notice a reduction of the mail during this period.

The Commission for Social Care Inspection (CSCI) is a public body that regulates social care and private and voluntary health care services throughout England.A list of care homes, domiciliary care agencies and nurses agencies can be obtained from the CSCI Area Office or website: www.csci.org.uk
Care homes may provide either nursing or personal care and details of what is provided will be set out in the home's certificate of registration. This should be on display in the home. Homes must provide a detailed Service User Guide to help people decide which is the right home for them. It is also a good idea to read the latest inspection report about the home before making a decision – this can be obtained from the CSCI Area Office or website: www.csci.org.uk
Domiciliary Care Agencies and Nurses Agencies must also provide a Service User Guide to give information about what they can offer and the latest inspection report can be obtained from CSCI.
If you have any complaints or concerns about a care service, you should raise this with the provider in the first place. If you are not satisfied with their response, the complaint is serious, or you feel unable to talk to the provider, you should contact the CSCI Area Office direct.
